In 2004,Suzhou will continue to lay emphasis on "improving the living standards of citizens and strengthening the city power"and "two leads" which means taking the lead in building a well-to-do society in a comprehensive way and taking the lead in achieving modernization.The theme of development will still be emphasized to push forward new-style industrialization and urbanization.Suzhou will also go on with the constitution of three platforms in the fields of system,industry and talents.It will go all out to build a development structure of open economy,private economy and scale economy of independent intellectual property rights.The general power of central city and the county-level cities will be improved to maintain the momentum of economic growth and the comprehensive,harmonious and sustainable development of economy and society.

The major targets for economic and social development in 2004,decided at the Second Pm lenary Session of the 13th Municipal People Congress,are as follows:over 12% growth of GDP,16% growth of financial revenue,15% growth of import & export,12% increase of actually used foreign capital,20% increase of domestic and private investment,15% increase of retail sales volume,14% increase of rural citizens' per capita net income,registered unemployment rate within 4.5%,250,000 new jobs to be created,1% increase of higher education enrollment rate(46%),1% increase of urban green coverage rate(38.1%),2% increase of rural green coverage rate(15%),comprehensive index of environmental quality to reach 86,the proportion of expenses on scientific research & experiment development to GDP over 1.3%,the proportion of investment of environmental protection and ecological construction to GDP over 2%.
