The responsibility contract was signed on the construction and operation of public technological service platforms for the year 2008 on Feb. 20. An additional 80 million RMB was appropriated this year from SIP Bureau of Science and Technology to support the ten major public technological service platforms, among which are Nano Bay, CAS IC Designing Center, and Suzhou Software Testing Center, etc. The fund will be used for the initial construction, upgrading, and operation of the platforms in the service of technology-oriented enterprises. Last year, the bureau put in 60 million RMB as venture capital investment in the platforms.

The ten major SIP public technological service platforms, with advanced technology and multi-service functions, are designed to support the growth of related enterprises and industries in SIP, especially those in the initial stage of development and vulnerable to high risks and costs. These platforms are:

Suzhou CAS IC Designing Center, jointly set up by Suzhou Municipal Government, CAS Computer Institute, and SIPAC, mainly provides EDA service, testing, MPW service, physical designing, IP, and professional talent training.

Suzhou Software Testing Center, a branch of Jiangsu Software Products Testing Center, is equipped with the first software testing lab authenticated by National Laboratory and ISO9001:2000 quality management system certification, and maintains close cooperative relations with Microsoft, Oracle, IBM and other well-known international IT enterprises, domestic and overseas authoritative software testing organizations and tertiary institutions. The Center has now formed 6 systems in testing, supervisory service, technical training, personnel service, united lab service, network platform service, etc. in support of the development of software industry in Suzhou.

Suzhou Software Park Training Center, specializes in education, training, and HR agent and personnel service for software industry of Suzhou, and offers customized training service to enterprises for senior and intermediate software talents and animation development personnel.

Animation Industrial Platform, an animation hardware and software development tool and platform for SME and individuals and a platform for frontline research and IPR experimentation by domestic and overseas artists and developers, offers a bridge between enterprises and universities and conduct joint R&D, and gives consultancy and technical guidance in solving technological bottleneck problems.

Science Park IDC, with an area of over 300 square meters, is a network data center of independent commercial operation, with backbone network access of China Telelcom and 2G fiber optic link, and offers server trusteeships and lease, and 7x24 network and system monitoring and technological support to enterprises.

Bio-pharmaceutical Public Technological Service Platform, located within Bio Bay in SIP, consists of 4 sub-platforms that provide specialized analytical and testing services to bio-pharmaceutical and medical appliance R&D institutions.

Embedded Software Public Technological Service Platform, put into operation in September 2007, provides technical training and testing for embedded software products by integrating the superior technologies of Microsoft and the testing center.

Nanotech Processing, Testing, Analysis and Engineering Platform, equipped with 100 million RMB of advanced R&D, testing, and engineering apparatus, serves all social strata in training, technological consultancy, industrialization and transfer of research achievements, etc.

IPR Public Service Platform, a specialized organ of public service in SIP, offers all-round service to enterprises and individuals in IPR creation, management, protection, and utilization.

Microsoft SaaS Platform, charged with the task to assist the development of SaaS-based software by Chinese software enterprises, functions as an incubator to promote self-development and value-added technologies in enterprises under incubation.
